Forced to fire several of its top executives and choking on the fumes of a toxic accounting scandal, the last thing Freddie Mac needed in 2003 was to lose any more of its senior officials. According to its just released proxy statement, the troubled government-sponsored enterprise gave “retention” bonuses to top executives in 2003 and granted a 43 percent raise to every
