Federal Reserve Chairman Alan Greenspan shook up the debate on reform of the government-sponsored enterprises this week by recommending that lawmakers go beyond the creation of a new regulator and enact policies that would balance the role of Fannie Mae and Freddie Mac in the mortgage market.
