Improving economic conditions appeared to help move mortgage delinquency rates lower in the third quarter of 2003, but several key lenders reported rising problem-loan rates. The Mortgage Bankers Association this week said the seasonally adjusted delinquency rate fell sharply in the third quarter, tumbling 34 basis points from the previous period to 4.28 percent. That was the biggest improvement in delinquency rates
