A possible three-way tussle over the future direction of the FHA program appears to be emerging on Capitol Hill as Senate Democrats sharply questioned the priorities of a key administration nominee while low-income housing groups are pressing for a share of FHA budget surpluses. In the Senate Banking, Housing and Urban Affairs Committee, the new majority party raised a number of concerns about the nomination of Angela Antonelli to become the new chief financial officer
