A California federal district court dealt mortgage lenders a serious blow in a ruling that gave state regulators a free hand in implementing tougher state consumer privacy laws slated to take effect on July 1. Three plaintiff trade associations – the Consumer Bankers Association, the Financial Services Roundtable, and the American Bankers Association – already have filed a notice to appeal the July 1 decision.
