Mississippi . Republican Gov. Haley Barbour recently signed two bills into law. H.B. 924 prohibits a consumer loan broker from charging a service fee that is more than 3 percent of the original principal amount of the loan or $25. The prohibition took effect April 7, 2004. H.B. 520 allows foreclosure sale notices to be published as legal notices in certain newspapers under certain conditions. The law became effective on April 12.
