The mortgage banking industry is optimistic about getting legislation this year that would eliminate downpayment requirements for certain families and individuals who purchase homes with FHA-insured mortgages. Last week, the House Financial Services Subcommittee on Housing and Economic Opportunity approved and sent the bill - H.R. 3755, the Zero Downpayment Act of 2004 – to the full committee.
