The Office of the Comptroller of the Currency apparently has ignored pleas from lawmakers to delay the effective date of federal preemption rules that place most federal banking activities beyond the reach of state and local laws. The rules quietly took effect on Feb. 12, punctuated only by remarks by a top OCC official asking state regulators to end the war of words and put federal and state cooperation to good use.
