The Office of the Comptroller of the Currency defied calls to bury or delay its recently issued controversial rule on federal preemption, saying it intends to “stay the course” with the rule. Published in the Jan. 12 Federal Register, the rule effectively places most business activities by federally chartered banks and their operating subsidiaries beyond state and local consumer protection laws, including licensing and anti-predatory lending statutes.
