President Bush has signed into law a bill that revises the funding fee amounts charged to active-duty soldiers, reservists and members of the National Guard to obtain home loans backed by the Department of Veterans Affairs. Signed on Dec. 16, H.R. 2297, the Veterans Benefits Act of 2003, would lower the current 2.75 percent funding fee paid by reservists and guardsmen to 2.40 percent for an initial home loan with no downpayment.
