California. Gov. Gray Davis has signed legislation banning unsolicited advertisements sent by email, unless the sender has a “business relationship” with the receiver. The new law covers emails sent from within or outside the state to California residents. It also gives recipients the right to sue violators for up to $1 million in damages.
