President Bush enacted anti-terrorism legislation on Oct. 26, 2001, to deter and punish domestic and foreign terrorist acts in the wake of the Sept. 11 attacks. A provision in the new law requires the Treasury Department to strengthen anti-money-laundering rules to prevent terrorists from funneling money through the banking system to finance their operations. One way is to have financial institutions develop procedures to identify new customers.
