North Carolina. Legislation amending the state usury and high-cost home loan laws was signed into law on Aug. 7. H.B. 1182 exempts certain home loans from usury and fee caps. It would also exempt equity lines of credit offered by banks from state usury laws. Further, the bill also amends the state’s High-Cost Home Loan statute to include open-end credit plans. The law kicks in on Oct. 1.
