Fannie Mae and Freddie Mac are meeting their affordable housing goals by aiming mostly at the high end of the underserved markets, according to a new study of 2000 mortgage data. The study by Jonathan Brown, an economist with the consumer group Essential Information, suggests that the most underserved segments of the lower-income and minority markets are not getting the benefits of the GSE affordable housing goals.
