Texans will vote this fall on a constitutional amendment that would allow mortgage brokers and lenders to offer home-equity lines of credit, or HELOCs, in the Lone Star State. Currently, Texans pay a higher interest rate if they refinance a first- and second mortgage into a single loan than those who refi one mortgage loan. Refinancing a loan into a HELOC is also prohibited.
