Bank or branches of a bank controlled by an out-of-state bank holding company are now under regulatory pressure to increase lending in the communities they serve or face sanctions. Under a joint final rule published in the June 6 Federal Register (pages 38844-38849), banks or branches established or acquired by an out-of-state bank holding company may not establish or acquire a branch outside of its home state solely for collecting deposits.
