President Bush has signed into law legislation allowing the FHA to insure hybrid adjustable rate mortgages, handing mortgage lenders a major victory. The Mortgage Bankers Association of America, which has been lobbying for the change, lauded the inclusion of the provision in the 2002 VA/HUD appropriations bill signed by the president on Nov. 26.
