The Department of Veterans Affairs is proposing to require first-time homebuyers to complete homeownership counseling to ensure they are satisfactory credit risks. The agency also is proposing to add completion of financial or homeownership counseling as a compensating factor for veterans who do not meet VA’s underwriting standards, according to a proposed rule that was published in the Oct. 11 Federal Register.
