Congress is putting the brakes on property owners who file multiple insurance claims against flood loss but refuse federal offers of mitigation. Two bills under consideration in the House Financial Services Subcommittee on Housing and Community Opportunity would help reduce the government’s huge insurance costs associated with repetitive loss properties.
