The Federal Reserve’s recent move to slash the federal funds and discount rates by a substantial 50 basis points has helped bring long-term mortgage rates to the lowest level in more than a generation. But it also may have another – largely unintended – effect: namely, a new surge in so-called Ginnie Mae buyouts.
