Efforts to transfer oversight of Fannie Mae and Freddie Mac to a tougher policeman may have suffered a fatal blow last week, when the defection of a key lawmaker altered the balance of power in the Senate. But the change in control could also help break the deadlock on a bankruptcy reform bill sought by the industry.
