A new General Accounting Office study has found the Office of Federal Housing Enterprise Oversight to have limited enforcement powers over Fannie Mae and Freddie Mac – a finding that Rep. Richard Baker says will give boost to his quest for a stronger, independent regulator of the two housing government-sponsored enterprises.
