Armed with a new Department of Justice legal opinion, the Bush administration now has the ammunition necessary to use the Treasury Department to limit GSE growth by placing caps on the amount of debt they can issue. But no one expects the White House to take that politically-charged shot anytime soon, at least as long as there are some prospects of establishing a new regulatory structure for Fannie Mae and Freddie Mac in the
