Lawmakers will apparently have a longer time to mull over the best way to restructure GSE oversight, and many observers believe they will be able to tackle some of the more difficult problems posed by such reform. But the question of whether there should be a uniform capital standard for all three of the housing-related GSEs could prove to be one of the toughest to resolve.
