Facing growing criticism of its oversight of the Federal Home Loan Banks, the Federal Housing Finance Board last week “strongly urged” all 12 Banks to hold off paying dividends from reserves unless there is enough cash in the pot for a payout or until a plan to boost reserves has been adopted.
