Although the Federal Housing Finance Board apparently has enough votes to require the Federal Home Loan Banks to register their stock with the Securities and Exchange Commission, most observers believe the FHFB will continue to press for voluntary compliance. Meanwhile, some attorneys question whether the Finance Board has the legal authority to force the FHLBanks to give up their statutory exemption to the Securities Exchange Act of 1934.
