A new study of Fannie Mae’s and Freddie Mac’s track record with low-income mortgage borrowers suggests the GSEs’ involvement with disadvantaged borrowers has been distorted by the lack of specific housing goals mandated by the Department of Housing and Urban Development. The new research recommends better tracking of Fannie’s and Freddie’s support of affordable housing via “sub goals” that could be established by HUD.
