Fannie Mae and Freddie Mac realigned their businesses in 2002 to emphasize asset management rather than credit guarantee, and this realignment has altered the risk profile of the two GSEs, according to a new report from the Office of Federal Housing Enterprise Oversight. At the same time, Fannie and Freddie have expanded their business products, funding their expanded portfolios using debt instruments that carry with them operational risks.
