Have the GSEs lowered interest rates enough to significantly boost homeownership rates? That was the subject of the latest American Enterprise Institute conference on the GSEs held in Washington late last month. Critics say the answer is clear: while Fannie Mae and Freddie Mac have used their funding advantage to push mortgage rates down by 25 to 35 basis points, that alone hasn’t done much to increase homeownership.
