An upcoming study commissioned by the Department of Housing and Urban Development will conclude that Fannie Mae and Freddie Mac have never led the mortgage market in terms of helping underserved borrowers. But the new research will also show that the two GSEs have greatly improved their performance in underserved areas over the past several years. In fact, Fannie and Freddie have posted bigger gains in underserved areas than non-GSE firms.
