Fannie Mae Chairman Franklin Raines raised more than a few eyebrows in the mortgage banking industry when he abruptly announced last week that he was too busy to attend and address the annual convention of the Mortgage Bankers Association of America. The conference, which is the largest gathering of residential mortgage lenders – and Fannie customers – in the country, is in Chicago in just two weeks.
