The Senate Appropriations Committee moved late last month to give the Office of Federal Housing Enterprise Oversight something the agency needed, some $30 million in funding for the coming fiscal year. But the panel stopped short of giving OFHEO something even more valuable, namely future financial independence from the overall congressional appropriations process.
