A controversial preemption rule issued by the Office of the Comptroller of the Currency took effect last week – with little sign of a Congressional move to block it. But while the OCC called for cooperation from state governments, the rule has claimed its first victim: plans for a comprehensive predatory lending law in Tennessee.
