Despite threats of action by Congress, the Office of the Comptroller of the Currency appears set to implement a rule that will usher in a broad preemption scheme for national banks. Calls for the agency to delay the controversial preemption rule came early and often at a recent hearing before the House Financial Services Subcommittee on Oversight and Investigation, during which lawmakers on both sides of
