Rate-reduction mortgages and interest-only loans qualify for federal preemption under the Alternative Mortgage Transaction Parity Act, the Office of Thrift Supervision has ruled. The OTS issued its decision in response to inquiries from a lender – whom it does not name – that sought guidance on whether the closed-end loans count as “alternative transactions” under AMTPA.
