Bankruptcy reform has cleared an important hurdle: House and Senate negotiators have reached agreement on the contentious issue of how much home-equity borrowers will be allowed to protect. Reform legislation, aimed at making it harder for borrowers to discharge their debt by filing Chapter 7, passed both Houses of Congress last year with broad bipartisan support. The House and Senate versions of the bill were different in
