Valentine’s Day not withstanding, subprime lenders likely felt no love in February, at least where state legislatures are concerned. In fact, the shortest month of the year saw a nearly unparalleled stream of predatory lending bills hit the pavement. Among the broadest of the new bills is Arkansas’ HB 1545. While the bill contains many provisions that have become fairly run-of-the mill, such as a requirement that lenders demonstrate a net benefit to the
