Private MIs Edge to Post-Crash High in Primary Mortgage Insurance Market Share

During the third quarter of 2013, for the first time since the middle of 2008, private mortgage insurers edged past the government-insurance programs to become the biggest source of primary MI coverage in the market, according to a new ranking and analysis by Inside Mortgage Finance. Private MIs provided primary coverage on $59.03 billion of newly originated mortgages during the third quarter. That was down 3.2 percent from the second quarter, but the FHA and VA programs posted even bigger declines of 17.5 percent and 10.6 percent, respectively. Agency MBS Production Tumbled in October, Falling Below $100 Billion Monthly Volume

SunTrust Mortgage – like many large banks before it – is pulling the ripcord on the wholesale-broker channel, though it will remain as a correspondent buyer of closed mortgages. The company ranked 12th in wholesale-broker lending during the first half of 2013, according to Inside Mortgage Finance. Higher FHA Cap Reserves Would Help Cut U.S. Spending

Establishing a higher, mandatory capital reserve requirement for the FHA under the Protecting American Taxpayers and Homeowners Act, or PATH Act, would help reduce discretionary spending over 10 years, according to the Congressional Budget Office. According to CBO estimates, implementing the legislation would result in a net decrease in discretionary spending of $41.2 billion over the 2014-2023 period. FHA Jumbo Originations Slip, CA Top Jumbo State

FHA jumbo loan originations continued their quarterly fluctuations as production in the second quarter of 2013 slipped after a good run in the previous quarter, according to Inside FHA Lending’s analysis of FHA data. Volume fell 1.5 percent from the first quarter, during which the FHA posted $5.36 billion in jumbo mortgage originations. Private MIs Appear to Gain Market Share From FHA in 3Q13 as Traditional Business Picks Up

Early indicators suggest that private mortgage insurers saw an uptick in new business during the third quarter, a time when most mortgage production indicators were losing momentum. SunTrust Banks has agreed in principle with the Department of Housing and Urban Development and the Department of Justice to settle certain FHA-related claims. QM Proposal Not as Straightforward as It Seems

The Department of Housing and Urban Development’s proposed “qualified mortgage” rule attaches certain conditions to QM treatment that may complicate matters for participating lenders, said attorneys with K&L Gates in Washington, DC. On Sept. 30, the Department of Housing and Urban Development published its own proposed QM rule for FHA loans. The CFPB rule takes effect on Jan. 14, 2014, and will apply to FHA loans until HUD issues a final rule.
