Interest Rate Step-Ups on Modified Mortgages a Modest Credit Negative for RMBS, Moody’s Says

The expected increase in interest rates on some previously modified home mortgages is a slight credit negative for RMBS performance because these loans will re-default at a higher rate, according to analysts at Moody’s Investors Service. However, higher default rates will have only a modest effect on subprime and Alt A RMBS, because only a small percentage of outstanding subprime and Alt A mortgage loans are positioned to experience future rate step-ups. In their research, the analysts found that subprime and Alt A modified loans become delinquent more frequently after a rate step-up. “Modified subprime and Alt A loans with a demonstrated performance history of four to five years become delinquent at a significantly higher rate after a step-up in interest rates than do loans of a similar type and vintage that have not stepped up,” said the analysts in a new report released this week. The Federal Housing Finance Agency’s recent final rule limiting membership in the Federal Home Loan Bank system will reduce funding for originations of non-qualified mortgages and other non-agency activity, according to industry analysts. The trickle of jumbo mortgage-backed securities issuance seen since July will continue as WinWater Home Mortgage prepares to issue a $407.95 million deal. DBRS and Moody’s Investors Service issued presale reports on the planned MBS this week. Officials at Impac Mortgage Holdings said originations of non-qualified mortgages are a “primary focus” for the lender this year. Impac has been one of the most prominent non-QM lenders, but production remains relatively low. Parkside Targets Non-Agency Loans with REIT

Parkside Mortgage Trust recently started operations with plans to acquire non-agency mortgages, including non-qualified mortgages. Bank Holdings of Non-Agency MBS Fall

The volume of non-agency mortgage-backed securities held by banks and thrifts has declined much more quickly than the amount of total non-agency MBS outstanding.
