Rules have been in place since 1999 governing how businesses can use telephones and faxes for mass advertising. The do-not-call registry, though, came into being in October 2003 after the business community, including publishers and bankers, waged an expensive, but losing battle to throttle the effort. Consumers love the system though. The Federal Trade Commission registered the 100 millionth telephone number just last month.
