Consumer privacy issues have leaped back to the forefront both in Congress and on the state level, threatening to increase lenders’ regulatory burdens and litigation risk. Observers say chances of fending off attempts at strengthening new federal privacy regulations are uncertain at best in Washington, DC, as in California, where a fight over a broader state privacy bill is turning into a major conflict between industry and consumer groups.
