Bankruptcy reform legislation remained stalled on Capitol Hill as bipartisan bickering continued over membership of conference committees. Because of an even split in the Senate, the Democrats are demanding that membership in all conference committees also be 50-50. The Republicans have so far rejected the demand and unless either side agrees to some flexibility, the possibility of a breakthrough on the bankruptcy bill remains remote, according to observers.
