Fannie Mae and Freddie Mac appear to be giving ground on some issues in emerging legislative efforts to restructure oversight of the government-sponsored enterprises, but lawmakers will be challenged to incorporate the advice of Federal Reserve Chairman Alan Greenspan in a draft proposal that could come as early as next week.
