A fledgling market for loans to undocumented immigrants could wither away before it really even takes off, if reformers in some key states have their way. Some experts have projected that there may be as many as 7 million potential borrowers who are undocumented immigrants with Individual Tax Identification Numbers issued by the Internal Revenue Service.
