Suppliers of investment products that qualify for credit under the Community Reinvestment Act are cautioning against the adoption of a proposed regulatory capital scheme that threatens to require higher capital for CRA-qualified investments. The scheme is part of a joint proposal by federal thrift and banking regulators to implement the new Basel Capital Accord, or Basel II, requirements for equity investments. The Basel Supervisors Committee of the G-10 countries, which is made up of
