For the better part of the last 30 years, Ginnie Mae has tried to serve two very different constituencies – mortgage lenders that issue their mortgage-backed securities and investors who buy their MBSs. The result was that Ginnie Mae inevitably was unable to make any major program changes for fear of alienating one of these key customer groups.
