Fannie Mae and Freddie Mac announced last week that they were both able to meet the affordable housing goals for 2003, despite significant difficulties presented by the heavy refinancing activity of last year. Fannie and Freddie have exceeded the Department of Housing and Urban Development goals since they were established in 1996. Fannie Mae directed 51.8 percent of its 2003 purchases to low- and moderate-income borrowers, 32 percent of its financing to homes in
