The Office of the Comptroller of the Currency has finalized a rule that could place state-chartered lenders – particularly subprime companies – at a competitive disadvantage in states that have enacted rigorous anti-predatory lending laws. The controversial rule, issued Jan. 7, explicitly exempts national banks and their operating subsidiaries from a variety of state and local laws that “obstruct, impair, or condition” a bank’s ability to make real-estate
