Subprime mortgage lenders could soon face new competition from an unexpected source: the Federal Housing Administration. In fact, the Department of Housing and Urban Development is already working on a risk-based pricing plan for its FHA mortgage insurance product as a way to expand the program’s reach, according to the Bush administration’s fiscal 2003 budget proposal released this week.
