Lawmakers Urged to Provide Preemption in New Measure

California Gov. Gray Davis urged state lawmakers to consider adding preemption language to recently enacted anti-predatory lending legislation to ease lenders’ compliance burdens. In an Oct. 11 letter he sent after signing AB 489 into law, Davis expressed concern that the bill has no definitive language that would preempt local governments from enacting their own anti-predatory lending legislation.
